You can get real-time closed captions on your phone calls from multiple service providers in the United States. The cost is $75 for the equipment, and you use your own phone line and Internet connection. When you initiate your call through the service, a live operator from a government-funded telecommunications relay service (TRS) is engaged to transcribe the captions. The operator uses speech recognition technology to help deliver the captions as the person you are calling speaks. Each service provides phones with displays for the captions, plus several of the services have apps enabling you to display captions on your mobile phone screen. Here is a list of providers with links to each of their web sites:

NOTE: The U.S. Federal Communications Commission (FCC) requires that you purchase a captioned phone for at least $75 to help offset the cost of offering the captioning service. And you must declare that you suffer from hearing loss that makes normal communication over the phone difficult or impossible. If the $75 is burdensome, it is possible to waive the requirement if you get documentation from a third-party professional to certify your hearing loss.
